Do those packs really contain absolutely all the colours you'd need to paint those figures as portrayed in the box art (with all the nuances of finish and shading and so on)? Asking for somebody who's totally confused about what colours to buy.

No, they do not. For example, the Russuan Scout set above, does not contain Green....

You'll need a few staples (like white, ivory, tan, black, green, blue and yellow), to lighten colours, for highlights, or for shadows.
 
These have a place for those who might be new to figure painting. We all started somewhere and to paint figure such as these is probably quite intimidating for a newcomer to the hobby.

That is true to some point, but wether a complex camouflage is a good subject for a novice is debatable ;-D
