I know that but I do not a charge card and my debit card will have make any orders where is it not in the states and I have tried getting a international postal money orders any more even to England or any other friendly country at all and I have tried using pay pal but for some strange reason someone also starts using my account and it is not me .

If someone else is using your PayPal account, you need to contact PayPal about the matter. Alternatively change your PayPal password immediately. Otherwise the credit/debit card linked to your PayPal account may be blocked for security reasons and you won't be able to use it elsewhere.
