As per the title, any ideas?:cautious:
I was thinking masking streaks, then using poly adhesive.

I'd try a test piece of clear plastic first. Maybe apply the streaks with the Wet Effects, let it dry and then mist a varnish over top? just a thought...
 
Artist's acrylic gel. I learned that from modeler Cody Kwok, https://codyscoop.com/ He paints anime figures, among other things. Some of the subjects are girls at the beach, or at a pool. He uses acrylic gel for making droplets or little rivulets of water on a surface.
