I was thinking masking streaks, then using poly adhesive.

I'd try a test piece of clear plastic first. Maybe apply the streaks with the Wet Effects, let it dry and then mist a varnish over top? just a thought...

Superglue or varnish maybe, might take a bit of practice though.

If it was me...mist of matt varnish...then dip a cocktail stick in thinners to remove where you want streaks...apply AK Wet Effects where you have created the streaks with the cocktail stick...or...if you have some...use 'Klear' instead of AK.

Artist's acrylic gel. I learned that from modeler Cody Kwok, https://codyscoop.com/ He paints anime figures, among other things. Some of the subjects are girls at the beach, or at a pool. He uses acrylic gel for making droplets or little rivulets of water on a surface.

Hi Carl Ron's( Kagemusha) explanation sounds about right to me , plus you could ad a few droplets by flicking varnish of a brush . If all else fails breath on the glass
