To me, even if I'm certainly not confirmed in that sort of work, You have to process by successive steps: first, you paint the green/sand base, already thinking about pushing over the lights and shadows, because the painting of splinter camo will erase a bit the contrasts...
Secondly you have to paint the splinter camo as if it was a "normal" painting job, that's to say: base, lights and shadows for every splinter...Already pushing the contrasts away....
Once it's finished, you can pass lots of dilued paint( earth, green, sand ....)

Remember how did you do to paint tanks(if you-certanly- have ever painted a tank), this is the same way but a bit longer.....

i've just finished two 1/16 dragon figures with splinter camo on both

its usually splintermuster 31 or something very similar...

Lord.b is correct

start with the base color and shade and highlight, add each color and shade and highlight them, then do the little dashes and almost all of it will vanish, the design is very visually disruptive
