Acrylics gloss when should be matt

can anyone help me?
I use vallejo model colors with a matt medium from (liquitex and winsor & newton(galeria) and water at ratio of 1 part paint / 2 parts medium and the same with distilled water at different times with same result .
The paint dries flat on my pallet , but when I unload my brush on paper then on my figure it dries gloss. I even tried, putting some (tamiya x-21 flat base ) in my mix and same thing happens...What I am doing wrong ? I shake them very well, I have even put a ball bearing in the vallejo paints so they mix well and the same thing happens with my air brush.
please help!!!
 
I use a Winton Matt Varnish that I’ve had for many years. I don’t mix it with the pigment (whatever it might be) but apply it after the paint has dried. This works a treat. There are several “artist’s” matt varnishes available and if you’re really stuck, why not try your local art supplies shop? Just make sure the paintwork is thoroughly dry before application.

Too much medium in your ratio I have better success at 1/1 paint ratio before I add water.

Try this, Don't use the matt medium at all. Vallejo doesn't really need it. I use it to recover older paint that is too thick or if I think I will be thinning the paint too much to airbrush and it will not be opaque enough for one or two coats.

Just use the paint and distilled water. Here is a tip I used to laugh at until it happened to me. "When you think you have shaken the paint up enough, Shake it up even more." I don't laugh at that anymore.

Also here something I posted in the past about using X21

"I have a fool proof way to add x21 flat with no white chalky residue.
I took an empty Vallejo paint bottle and added two full scoops of x21 from the bottom of the Tamiya jar ( using a #2 round brush). Then I filled the Vallejo bottle full of distilled water. Shake it up really well. Now when I lay out my colors on the plastic pallet I add two drops of this flat mixture to the paint color in addition to my thinning water. When the paint dries it is dead flat. Over time the x21 settles in the bottom of the bottle and has to be shaken. I add more distilled water over time but no x21 as it is concentrated in the bottom. I came up with this two years ago and it has worked perfect ever since."
