Have a look at dioramaterials. Also Woodland Scenics do some long strand type stuff that you cut to length and glue into place.
 
Thanks to a tip from Paul Keefe, I've started using Elmer's wood putty for ground, over styrofoam cores. I can use it right out of the jar, or mix water to it, to get various thicknesses. I've used it in the same dio for the earth, and for stucco on a wall on the same base. For prairie grass, I'd use unraveled twine or hemp rope.
