Heads up please

Can someone suggest where I can get a turned plinth cut on the angle for a bust.
Material doesn't matter nor does finish as I'll probably go for a black finish.
Size suitable for a 1:9 bust.

With his track record at the moment a lathe would not be a good thing. probably turn his finger into a pencil point.
