I would imagine that they're either white metal, resin or plastic. Lead fell out of popular use some time ago.

so : metal ( usualy alloy of tin and lead ) .
Lead can not be use anymore ( since almost 20 years ) RoHS
But they are special case like : toy soldiers for collector where they are still allowed, but must normaly wear the information "not for children under 14 years old ", so actual makers are still allowed to use some lead in they alloy but I have never seen one of them applying the sentence " not for ... " on the packaging, so they all infringe the EU laws .
