This company might be able to help, and although they are for life sized helmets, it could be worth asking if they can scale some down for you.

At such a size, you can paint them, trace the patern of a sheet of paper, put lot of black pencil powder on the other side, put the blackened face on the helmet, follow the trace of patern with an hart stick or pencil ... hop... transfered

Why not make them yourself? Download images from one of the re-enactment suppliers, scale them down on your computer and print them (or get them printed for you) on decal paper. Then you could even sell your spares.
