I think this is a good example of thinking more carefully about where to place the cutoff on a bust. Over-long busts can look awkward anyway, but here there's nothing gained at the front having all that extra torso - it's basically a large, featureless, area. Better to cut off somewhere around the bottom of the chest muscle, focussing attention on the important (interesting) parts of the sculpt - the face and headgear.
