The only figure I remember like that was an old Kirin figure, but it was 120mm scale. It's an old one and long out of produduction (Ifirst saw it at the first World Expo in Washington D.C.).
Thre may be another manufacturer somewhere. Maybe Chuck at The Red Lancers might know.
