Based on the uniform and equipment, he would have to be a conventional US Army infantryman from the late 1980's to mid / late 1990's. If you want to place him in a conflict, it would have to be Panama and, due to the lack of additional helmet camouflage material, most likely a soldier from either the 5th Infantry Division, 82nd Airborne, or the 193rd Infantry Brigade. While the late pattern desert camouflage BDU uniform was worn in the early days of Iraq and Afghanistan, the web equipment and body armor used was different from what the figure is wearing. Also, bear in mind that he really can not be placed in action during the First Gulf War (Desert Storm) as all units were wearing M.O.P.P. suits over their BDUs. He could be placed during Operation Desert Shield training for the eventual ground war, though.
He is wearing the BDU uniform which was issued from about 1980 until phased out in 2008. The BDU uniform was produced in woodland, early desert (known as "chocolate chip" and shown in your picture above of the soldier disassembling his weapon), and late desert camouflage patterns . The BDU uniform is very different from the ACU uniform used later in Iraq and Afghanistan and shown in your last picture. He is wearing the PASGT Kevlar helmet and flak vest, ALICE / LC1 web gear to include SAW drum ammunition pouches on the side of the pistol belt, and the M17 protective mask is on his left thigh. He has Jungle boots on which should be painted black leather with green fabric uppers. It does appear that the soles of the jungle boots are incorrectly depicted from what I can see. Lastly, he is carrying the early issue M249 Squad Automatic Weapon light machine gun.
