The saddle bags are incorrect and it looks like the pistol is the Colt single action which would also be incorrect. I've never seen a fringed coat on a Civil War soldier but I guess anything is possible.
 
You could probably get away with calling it a Confederate guerrilla such as Quantrills Raiders or similar. You may have to change/adapt some of the equipment as mentioned by Mike

I don't think it is a big deal to change the equipment as you mentioned, but I don't know where to find correct saddle bags and Colt.:(

You can find some Civil War pistols. I may have one here. The saddle bags would have to resculpted but that's not hard. The coat looks like it might be close to a 4 button sack coat but you'll need to cut off all the fringe and paint it blue (Federal). You can keep the firemans shirt. There were many types of those worn. Goggle Civil War firemans shirts for examples. Let me know if
you want the correct pistol.
