I want to paint some lace that is not sculpted on the figure. What could I use for a medium that would leave a raised surface?

What scale are you looking at? Also, are you looking too fully replicate the lace or simulate it?

If smaller than 54mm range to 120mm range one could use tube acrylics applied with an angle or knife dabbing it so it leaves a ridge, then alternate areas with a pointed top leaving behind dots (which also work well for tiny rivets in weapons.) ;)
