Russian ? Badges any ideas?

I've been given this cap as a present from Mom who's been on holiday in the Baltic and was curious what these badges are, any help much appreciated

Its a mix of various random insignia that go on various pieces of uniform, shoulder bands, collar, sleeves and hat. They look a little unusual - and I assume they are specific to Baltic states. For example - three badges of running man, red blue and green - seem like 3 grades of GTO (Gotov k Trudy i Oborone - Ready for Labour and Defence) - were given to civilian people who passed certain level of physical fitness and knowledge. They don't however look like proper Soviet badges.
Similarly the rifle badges seem like civilian shooting proficiency badges.
Top right badge - wings and wheels - its military railway corps, goes on collar. Rest I am not sure 100%, should be straight forward to find out though, but will need some time.
 
Cheers thanks I assumed the runner ones were some sort of merit type badge for fitness and the wheels had something to do with transport, thanks for the info
