FotoTagger
FotoTagger lets you easily add movable notes to individual elements visualized on images. The notes can be hidden in a click of a button so the original view remains intact. Moreover, the notes always stay with the image wherever it is shared.

Identify people, places, and events on digital photos.
Mark notable details and comment specific objects.
Publish annotated images to Blogger and LiveJournal.
Upload annotated pictures to Flickr and download them back to FotoTagger with Flickr notes preserved.

Paint.NET
Paint.NET is free image and photo editing software for computers that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. An active and growing online community provides friendly help, tutorials, and plugins.
It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the Microsoft Paint software that comes with Windows, it has grown into a powerful yet simple image and photo editor tool. It has been compared to other digital photo editing software packages such as Adobe® Photoshop®, Corel® Paint Shop Pro®, Microsoft Photo Editor, and The GIMP.
The programming language used to create Paint.NET is C#, with a small amount of C++ for installation and shell-integration related functionality. The source code is available under the terms of the MIT License.

Tank-CAM V2.2
The principle is simple:
Scan the front, rear, side and top view of the drawing and save them as BMP, GIF or JPG files
Start Tank-CAM and load these drawings in their own windows.
Enter the original scale of the drawing and the scale of the model you want to make.
With your mouse mark each corner of the hull plate you want to know the actual shape of. Do this in each view.
Print the results, a drawing of the actual shape and size of the hull plate. You now only have to cut this shape out of plastic sheet.
Or copy the result to the clipboard and paste it in a drawing program.
