Spot Priming

Does anyone know if Vallejo Foundation White can be used as a brush on spot primer for bear white metal?

If not, can anyone recommend one?

I think that's actually what it's intended for.

I wouldn't recommend it for priming (doesn't bond that well) but it'll do the job in a pinch. If the area isn't going to be subject to friction there shouldn't be any problems.
