This little urban details ar very easy to to. You have only three very small steps to follow and your done!
All you need is:
-Hobby cutter
-Really thin wire (1mm)(A real thin plastic rod would also do)
-Tweezers
-Paints
a close up to show you how thin this wire is
Step one
Grap your wire and bend it randomly on several spots. i recommend to use a small plier or maybe your fingers will get hurt.
(If you use plastic rod use heat to bend it)
Step Two
Use your hobby cutter to cut the wire at the desired spot and cut it in the length you're looking for
! Be careful not to shoot around the tiny pieces „wink“-Emoticon !
Step Three
If you don't want to paint it on the base use your tweezers to hold it while painting.
Use some off white to cover the entire cigarette. Paint the filter with some dirty yellow and the tip with a dark gray/black
Now you're done wasn't it easy?
Enjoy your littering
