Translation help needed

Hello,
I found a picture I downloaded some time ago (sincerely, I don't remember where) which I'll use as a reference for a future vignette.
But before start I would like to know what means the inscription on the wall. The soldiers are russian troops during the Chechnya war, I think in Grozny.

These are names of cities. I think everyone have signed the city. Three fighters three cities Saratov, Tula, Heftekamsk.
