Verlinden North American Indian with Horned Headress

Hi,

can anyone help me in identifying to which tribe might the Verlinden North American Chief (120mm) belong? And the patterns on the "skirt" (sorry if that isn't the proper name) do they have some meaning?

Plains Indians (Sioux) have Horned headdresses :
