Hi bigtodd,
If going to Paris you might want to check out this site / shop - www.soldats-plomb-au-plat-etain.fr/index.html
Never been there myself but from what I've seen and read by other it is great for painted up figures. I don't believe it sells castings or kits.
Hope you and maybe others find it interesting. Also suspect other Planeteers know this shop and can provide more detailed information.
Yours,

https://www.lesdrapeauxdefrance.com is near the Louvre. Painted figures. I do not remember if there are any unpainted items for sale. Been there a long time. Wonder around the web site and you will find some prices.
Try searching "maquettes models Paris". I found these to start:

A lot to see in the museum and expect to spend at least one full day, and then there is the Napoleon building.
Make sure you locate the room with the collection of toy soldiers. It is in another building via the courtyard and containing paper and flat figure armies. If I remember correctly there is a small room across the hall with some band uniforms and instruments. On the top floor is a massive collection of relief maps.
