Looking good james.
In your case i should go for more shading and highlighting. It looks so flat, w.o.w. there is no contrast between the base, shading and highlighting.
Try it,and you should see that your figure comes alive more then it is now.

I'll try but when I look at it I can see folds and peaks. I'm not sure how to do this without overdoing the shading.

Yes, but you can see them without paint to.
Your blue for instance seems all blue with some darking. If you want to make a shadowcolor use a mix with your basecolor blue and orange. You should see a very dark blue. Use that as your shade. After that you go highlighting with your base color and white.
After all dry you go back to the figure and do it again. That's it.
Do that for all your colors, shading with complementary colors.

And for a 54 mm the contrast must be more then on a 90 mm or larger.

Congrats on finishing your third of what I hope will be many more figures! An excellent job over all I'd say, very clean and a good choice of colour. If I may offer some encouragement, work on getting the shadows and highlights a bit more obvious on the next one. For example, a wash of dark applied over the chain mail would really make it "pop". Great job on the wooden shield and the ground work is first rate! It's all part of the learning curve and you're well on your way!
