There is (or oroblably was?) a firm in germany, called "centauro line", which brought 2007 a WWI mounted Ulan in 90mm-scale to the market.

This figure was made by Ulrich Puchalla.

The website of this firm is out of service, I don't know the reason.

3. Does anyone have a formula for German WW1 field grey using Windsor & Newton oil paints?

There are literally dozens of ways of mixing most colours and even with just your palette you can probably mix it by at least three or four different routes.

If you want to approach the mix in a common-sense way, here's one thing I like to recommend:
mix a grey of the right value;
mix a green of the same value (blue + yellow, with as much white as necessary to get to the same value as the grey);
blend the grey and the green together until it looks grey enough to you.

Simple, and avoids a lot of unnecessary faffing about with this and that.
