Figure identity?

Hello fellow Planeteers,

While browsing the internet on a search for that elusive Ukrainian Cossack from PiliPili, I came across this picture of a figure unknown to me. It is shown on the Ebay page of an obviously malafide Chinese recaster, so buying it from him is completely out of the question.
Has anybody more info about this figure, (sculptor, manufacturer, commercial or not)?
