I have some issues with the tint of the shoulder pads and the cord of the hat.

I would be happy with this , like the uniform blue , possibly highlight and shadow on epaulette s and cords

Like your flesh tones you've achieved

Beautiful work, love the flesh tones and the subtle white tones, beauty! Working those chords and the epaulettes are gonna be tight, but looking over your work it's only a matter of doing it I like how this bust came out.
