I have just took the photos of the finished figure!
He is a Captain of the Spanish Foreign Legion (Tercio de Extranjeros) at the russian front in the Division of Volunteers (against bolchevism).
The decoration is the Military Medal for some heroic action in the recent -those days- Spanish Civil War. His allegiance to the Tercio is shown by the collar of the shirt over that of the tunic and the small emblem on his left pocket.
The angles on his left arm represent injuries in combat with some days at hospital. on the other arm is the national flag.
These pics are awfully big! Please, remember that is 1/35 scale, about 50mm high.

According with Miguel Esquerra book, this Spanish volunteers have many casualties, but fight with bravery in Eastern front...
The blue shirt is the mark of this guys
Miguel Ezquerra deals mostly with the volunteers that joined the german army in the last part of the war. These were in an illegal situation because the Blue Division was retired in 1943 after politics pressures.
More than 40000 spanish were part of the division in a sistem of reemplacements. They sufered in more than two years 3934 killed in action, 8466 injured and 326 missing in action.
They fought so well that even Hitler himself spoke about their courage.
The blue shirt was for the falangist, but this Captain is not affiliated.
