A difficult question. For the Red Army, 1941 was a time of severe trials and I do not think that any changes in the uniform were possible during this period. But there was one point: the armed formations of the Baltic republics. They became part of the USSR shortly before the war, their national armies were merged into the RKKA (Workers' and Peasants' Red Army). They retained their uniform, on which Soviet insignia were sewn and looked unique. Alas, there is little data on these formations.
