European 17th century Halberd, or at least an attempt to make something that looked like one. but you can see steel is too thin to be practical and certainly not forged steel... me thinks.

I'm with Steve ,Alan and Dimitri on this.
Definitely a reproduction and most likely Victorian / Edwardian.
My guess would be that it could be the head on a masonic (other societies are available ;)) , trades or political banner.
Apart from it's decorative value it gave a sort of martial look, remember that this was a time of great social protest and change, think of the suffrage movement.
