Hi Ron.
It's the M193 rifle bandolier with usually 7 pouches for M16 mags in dark green cotton. Worn over one or both shoulders and sometimes around the waist as well. Photos show people wearing up to four bandoliers at a time. The small pouch carried a lensatic compass or,more usually, a bandage.
