I want to do a 54mm scene of a ACW soldier saying goodbye to his wife, and I am looking for a female figure that will fit this time period. Anyone have a suggestion?

Pete, just saw two figures on ebay from one of the Ron Hinote series for the Franklin Mint that you may want to look at. May take a little refining but a start.
Nothing new to add, I can only second the preceding suggestions. Imrie-Risley and Phoenix both came to mind, and it's always worth fishing the eBay fishin' hole.
As an ex American Civil War re-enactor I can say for definite that the Phoenix models that have been mentioned are not quite right for that period as they are all late 1875-1900 England style of dresses. What you want to look for are more like the Southern Bell / Scarlet O'Hara style of dress.
