Gary you could try making a mould in plasticine, and cast them out of Vallejo Water Effects.

Thanks for the idea Carl. it's not bad at all. I was also thinking of getting some clear sprue from an old model kit and with a candle heating the sprue and stretching it into several icicle shapes. I wonder if I should paint a resin or glue over top of it to give it that glistening tone?

maybe someone has done something like this?

Gary, you could try a test run with some THICK superglue on to the edge of something and let gravity take it's course. Depending on the size of icicles you want would determine how much glue you use. Hope this helps.

Thanks Barry. I could control the length by giving it a zap of accelerator when it reaches the right length. Great idea.

Gary i have just been tackling this same problem last night for the first time.
I ended up using stretched sprue like you suggest to get the tapered shape, once glued into place i coated them with superglue to give them a opaque frosted look, the more layers you add the more of a rough shape you can get.
