Without knowing what kind of uniform that is, judging by the look of the material and the volume and depth of the seams I'd rather say leather than fabric.
Hi Carl. Perhaps one of our Russian friends will be able to give a definative answer on this? I (IMHO) would have thought some form of fabric /heavy wool as leather is not a natural first choice for cold/artic climates. Think back to our army days mate; I can't recall any of the cold weather/artic stuff we got issued being leather or a similar composition. Everything was wool or heavy duty cotton..........and it STILL left us bloody freezing of course! On a serous note, I'm sure someone with an interest in the Russian Army or even a militaria enthusiast will give you confirmation before you commit to paint. This is a lieutenant, but most likely on the insignia are not working uniforms were sewn - it is a fantasy sculptor and painter.
