Its the ukrainian actor Bogdan Stupka, (died in 2012), former Minister of Culture of the Ukraine (1999 to 2001) in the russian Film "Taras Bulba" (after Nikolai Gogol's novel) from 2009.

I agree, top level modeling work and fine details. It is an small sculpture, more than a miniature. Bigger than usual.
