Have you considered photo-reducing an original then printing onto decal sheet (inkjet or laser)?

You could cut the A4 sheets down to photo size and bulk print to your hearts content

This is a UK supplier but obviously exist in US as well.

I agree I have bought some decal paper in the past and was quite happy with the results, if you have a half decent printer they work just fine.
