I actually misinterpretted the references I had. I thought the anorak had cuffs. In fact, wha tit had was a button down cinch strap. When the strap is buttoned it gives the illusion that there is a cuff. I redid the sleeves last night. This guys is approaching the end soon. I'm considering making a partner for him and having a three figure vignette. The two man patrol and a victim.
