I think it's by Andrei Bleskin. I can't find any info about a manufacturer.

Thanks Edward, I tried a google image search as well as looking at that web site thanks. Still have not found the manufacturer. Thanks for the help

According to Andrei Bleskin, who sculpted this miniature, it was done for AeroArt (http://www.aeroartinc.com/). But, now, it is discontinued.
