pigment bobbling arggh

Hi guys I need help

On the figure i am currently working on I keep getting little bobbles of pigment appearing, as I have only laid down some of base coats over the primer so its not from successive paint layers.

I'm not sure if it is the acrylics as I paint them or the primer and I am noticing them as they get colour on them.

The primer I am using is army painter uniform grey spray primer, the acrylics I am working with are Coat d'arms which behave exactly like Games workshop paints. i thin my acrylics using deionised water. To correct the bobbles i will have to resort to scaple blade and retouch

So any ideas why this happening and or tips to stop it?
 
This happens with emulsion paint when you paint over an area that isn't dry yet.
Maybe one of your paints needs longer to dry - or reacts to the paint on top/ underneath.
I've had bad reactions when I've mixed types of paint, or added ink to a paint, in the past.
(I'm assuming the paint itself isn't lumpy and you mix it well)

its quite possible in my enthusiasim i have not let paint dry long enough, hadn't thought of that, in terms of mixing, all my paints have ceramic beads in them to aid in mixing when shaken up, maybe better or more shaking and slowing down my painting process may help
