This is how I did the water:

I shaped the River with Elmores wood filler, once dry I painted it Dark green, the extremities closest to the banks were painted in brown.
The final touch was adding white here and there to represent the foam.
When all this was completely dry, I gave it numerous coats of acrylic varnish.
