For imports for figure kits, painted toy soldiers, there are no duties whatsoever when you import in Canada
The only fees that you will have to pay are the canadian taxes and the fee to Canada post to get your package through the customs and that fee which was 5$ is now 8 or 10$ but is always the same amount no matter the value of the package.
BUT you need to get shipped using USPS or any national european post
Do NOT use eBay global shipping program and do NOT use fedex or ups since they WILL charge much more than 8 or 10$ for getting the package through the customs (you can prevent them to do so however by doing it yourself)

What difference does it make what you call it? Six to one, half dozen to another. The point is they have to pay, 7% on the declared value in some provinces in addition to the $8-$10 customs fee just to pick it up. People are born to be allergic to taxes whatever form they take.
