Scale ideally no more than 90mm

Depending on quality, have you tried a trophy shop Del? I've seen bags of them in the local market as well, in the "army men" style, soft plastic etc.

Preiser do a set of skateboarders in ho/oo scale for model railways.
There are several skateboarders available as 3d print files if you (or a friend!) have a printer. Not that I would know what to do with one!
