I think the book "Living in the Times of Jesus of Nazareth" by Peter Connolly is the best graphic reference you can find. The author is very good illustrator and historian and the book covers the time frame you are looking for.
For I can remember from this book, non rich judeans of the period wore a simple tunic like those of the romans or other ancient peoples. So a roman velite could be a good basis as they wore no armour and you only have to remove helmet, shield,wolf skin, military belt and weapons. Only three velites comes to my memory: two 54 mms. from Pegaso and Beneito and a 75 mms. one from Amati. But all are in action poses, so depending of the pose you want it´s possible that starting with an academy figure, as suggested by Rob Herring, could be an easier option. But then you have to model the sandals, a bit tricky in 54 mms, I think. Hope this helps you.
