What is this Figure Holding?

The figure is sculpted by

Travlanskly Sergey (Menelay) and figure modelers on another forum, including myself, are wondering what the figure is holding. It cannot be a cigar or cigarette because the entire right fist is cupped around it. It is not a thumb sticking up. Is the figure eating something in the right fist? Thanks!​

Going from the shape and colour I'd say Tom was right although it's possibly a bit bigger than .50 maybe a 20mm ?

I have no idea why he would be carrying a whistle it is just that is what it looks like to me. I have no knowledge about how these guys work so maybe they communicate with a whistle.

Actually, the "rod" looks kind of like a pencil with a segment on top like an eraser. But it's not pointed at either end so it doesn't appear to be a bullet or pencil or pen. Photos are here:

It could be a whistle. It's so thin that it is hard to tell. I don't think it's a candy bar. Perhaps the sculptor know what it is.

Yes, could be a dog whistle. Very hard to tell as the piece is so thin and small. Thanks for the suggestions.
