A Fixture
It is a nece looking piece with some sculpting issues, the obvious having been illustrated by Einion...easily fixed but it should have been dealt with prior to sculpting.
As to historicity..is that a word?....as long as the technology was available for the specific period of a figure then I'm happy to go with most sculpts. We are finding out all the time that even in ancient times trading routes east and west, north and south were well established.
Soldiers are great innovators and expediency more often than not trumps uniformity....... have a look at British Officers in the Crimea some of them look like they're on a pheasant shoot on a Perthshire estate.
Let's not get too hung up on this old potato.....you pays your money and you takes you choice.
Cheers
