Today Altores celebrates its first anniversary - FIVE years)
Due to this, there will be two holiday releases today.

He must be a representation of a Heraut travelling sometime all accross Europe to collect informations about the coat of arms of all noble families, noting them to paint them later on roll ( CODEC )
That is why he is wearing a sword and a dagger . He is in civilian cloth; no tabard and I guess not coat of arms anywhere

When wearing a tabard with the coat of arms of his "master", he wears no weapon when acting as heraut :
diplomatic mission
reading a communication from his master
ask for a combat suspension
negotiatin surrendering.... etc ...
