Cutting circles out of styrene

I have a Captain America figure and I don't like the shield. I want to make a new one.
How can I can a 3 inch circle out of a .060'" (1.5mm) sheet of styrene?
 
If you are after a perfect circle, you can buy a compass with a scalpel blade in the non-pointy end. As you scribe the circle it actually cuts the card.

Or the obvious way is to use a compass to draw a circle (or draw around a glass or something with the correct diameter) then cut it out with scissors and then sand to shape.

I searched the Micheal's website and found the OLFA Compass cutter. I called my local Micheal's and all they could find was a paper circle cutter that cost at least twice as much. But, I decided to go check it out anyway. After wandering around the store, I found the drafting section with the OLFA cutter. And the best part is I had their 40% off coupon.

Well, I cut my first circle. It's a little time consuming, but it works great.
