Does anyone know who/company made this figure

I brought this figure on ebay, without a box. Could someone tell me who made this figure and if possible show me a link (old maybe) to the box or website. It stands about 90mm from top to bottom, including base.

When I finish him and put him on my website I would also like to give the makers details
