This is a free -no-nag-no-spyware piece of software that will convert and optimize digital images, it had quite an extensive toolset and does an excellent job..

There may be other utilities similar to this but this is a good start for those who want to not have to pay for one or need one right away ;)

I have Photoshop 6, but I also have this piece of software and can also recommend it. It's very user friendly

Photoshop's latest version PhotoshopCS (they are doing away with version numbers looks like) can be upgraded for around $169 from an old version..
 
I've been using irfanview for a couple years now and for posting to this type of forum, you just can't beat it. I've taken huge files and compressed them down to fit easily under the filter limit on most lists.
 
Mac users might consider Graphic Converter. While not freeware, it is relatively inexpensive shareware ($30 download, $35 with CD-ROM, 3rd party manual extra), and does pretty much anything one might need done to a graphics file, without all the bells, whistles, and expense.
