Sure, but it is painted under glass (not relief), so it should not be sculpted in... only painted. :)
At least that was my impression. but now looking at Your photo, You might be correct.
And there is even more difference, my star is not flat... will fix that.

In the 30s, Tito worked in Moscow - then he could have a star from the Soviet uniform.

What I would like to know is Your opinion about the face Oda. But give it straight - without sarcasm please - I might not understand it at first reading :) :) :)
 
Horizontal proportions looks good - see red lines in image below:

His face does need to be a bit wider, note green bar comparison.

Some other things I notice:
- ears lower, should extend below mouth - or could this just be viewing angle?
- separation of upper and lower lips more straight, your model has curved down towards corners
- more squinting eyes, curled brow bit more closer to upper portion of eye
- more square look to bottom of chin
- slightly more droop to center of nose/ or raise nostrils a bit
