I think that within the EU, sellers have to tax you with the VAT, outside of the EU you have to clear VAT with your customs yourself. So, depending on the country they are selling to, the price changes.

How about lowering the ISO-value and increasing the exposure time? Use a tripot or something solid to position your camera on. Using the delayed automatic release might help to avoid shaking.
You can actually use crushed /ground glass for snow effects. "Secret Weapon" has it in their webshop, so I guess local miniature shops will get it sooner or later. As it is really crushed glas, read the safety instructions carefully!

Citadel primer is not that touchy when it comes to isopropylalcohol, with an airbrush the Tamiyapaints might dry pretty quickly before any harm is done. Try isopropylalcohol with a brush on vallejopaints and you'll get some funny effects.
