Did you shake the Vallejos thoroughly? I don't know if they're the same as Citadels but they'll dry semi-gloss sometimes if not shaken/stirred properly!
The sheen on the flesh looks natural so I'd not worry about that (if you were?)
Hmmm, i wonder if anyone else has had that experience? I'm thinking of investing in some Vallejo acrylics myself, but if they're dogged by the same problems that put me off acrylics in the first place, I might not bother! (though a lot of people seem to be getting some stunning results! so it might not be enough to put me off! )
About Vallejo paints: I NEVER shake my bottles. I do get rid of all dillution before I start using a new bottle. Sometimes this is 3/4 of a bottle. I then dillute it myself with demineralised water.

On the subject of acrylic drying either matt or with a sheen.
Here is a rough guide Andrea mainly dead matt
Vellejo some sheen
Citadel very slight sheen
Shiny surfaces can be remedied by the use of Isopropyl alcohol
either brushed on or added to the paint. keep paint very thin
and experiment also helps achieve blended effect
Nice job on the German Keith, very nice black painting there. As far as acrylics I have found that Andrea paints seams to clog the bottles up more then the Vallejo does. Does anyone else find it this way or is it just me?
Some Vallejos tend to have a semi-glos finish, no matter the much you shake them, especially dark blues and reds. Just add a drop of Tamiya flat base to your Vallejo mix and it will stay FLAT
